HPLC is a joint venture
between PanAsia Paper Co. Pte Ltd
(65%) and Hebei Longteng Paper Company
(35%); registered as a Limited Liability
Company in Zhaoxian County in the
PRC.
河北泛亚龙腾纸业有限公司是泛亚纸业私人有限公司（占65%股份）及河北龙腾纸业总公司（占35%股份）共同出资的一家合资公司。其注册性质为有限责任公司，注册地为中华人民共和国赵县。
PanAsia Paper Co. Pte Ltd.
is a 50% - 50% joint venture between
Abitibi-Consolidated Inc. and Norske
Skog Industrier ASA. PanAsia Paper
is a leading supplier of newsprint
and other publication paper to the
Far East, outside of Japan. Its existing
world-class facilities produce 1.3
million tonnes of newsprint and 135,000
tonnes of other publication papers;
Jeonju and Chongwon in South Korea;
Singburi in Thailand; and Shanghai
in China. PanAsia Paper is also the
sole distributor in the Asian Pacific
region for its two shareholders and
affiliates. PanAsia Paper markets
an additional half million metric
tonnes of newsprint and groundwood
specialties from North America, Europe
and Oceania.
泛亚纸业私人有限公司是雅比迪联合公司及诺斯克工业公司各出资50%的一合资公司。泛亚纸业是日本以外的远东地区的新闻纸及其它出版纸的最主要供应商。其现有的一流的设施每年生产130万吨新闻纸及13.5万吨其它出版纸。韩国的全州及清原、泰国的新波利及中国的上海为其主要生产地。泛亚纸业也是其两个股东及其附属公司在亚太地区的唯一供应商。泛亚纸业还额外销售产自北美、欧洲及大洋洲的50万立方米新闻纸及特种纸浆用木料。
Hebei Longteng Paper Company
Ltd. is an investment company partly
owned by the Hebei Province, Shijiazhuang
City and Zhaoxian County Governments.
Hebei Longteng Paper Company operated
a paper mill in Zhaoxian County with
7 paper machines and an annual capacity
of 40,000 tons. This mill is now closed,
but certain quotas, such as water
rights, have been transferred to the
new JV.
河北龙腾纸业总公司是由河北省、石家庄市及赵县三级政府共同投资的一家公司。它在赵县经营了一家造纸厂，有7台纸机，年产量为4万吨。此工厂现已关闭，但某些指标，如用水权等，已转移至新的合资公司。

Our Location 我们的地理位置
HPLC is located in Zhaoxian County
in the Hebei province, some 280 km
south of Beijing. The site is close
to the South-North and East-West intersections
of major highways and the northern
China railroad system. The nearby
Provincial Capitol, Shijiazhuang,
has ambitions to become one of China’s
major logistic hubs. The major harbor
for Beijing, Tianjin, is only 300
km away. The infrastructure in this
are is very well-developed.
河北泛亚龙腾纸业有限公司位于河北省赵县、北京以南280公里。此位置靠近南北及东西主要高速公路的交叉点，及华北的铁路系统。其邻近的河北省省会石家庄市正努力成为中国的主要物流中心。北京的主要港口――天津市也只有300公里的距离。
Clearance of the mill site,
a 650 x 650 meter, leveled corn-field
began by December 31, 2003. Tests
tell that the soil is well suited
for its intended purpose and access
to the site is simple. Water will
be drawn from underground wells and
there are suitable outlets for effluent
discharge.

◇ Our cost-competitiveness 我们的成本竞争性
HPLC will install a state-of-the-art
Metso paper machine. The machine will
be 8 meters wide with a design speed
of 2,000 meters per minute. The Voith
Andritz pulp plant is also based on
the best available technology. The
winders, wrapping line and control
systems will also be supplied by Metso.
The plant will be based on 100 % recycled
fibre.
河北泛亚龙腾纸业有限公司将安装最先进的美卓产纸机。此纸机宽度为8米，设计车速为每分钟2000米。伏伊特、安德里茨纸浆车间也是基于最先进的技术。复卷机、包装线及控制系统将也由美卓供货。此工厂将100%使用回收纸。
HPLC is expected to have the lowest
delivered cost to the Chinese market.
It’s cost-competitiveness comes from
the low cost of construction and operation.
The project will be built for approximately
USD 1,000 per tonne, which is very
low for this industry. Construction
costs in Asia are lower than in the
Western world, and costs in China
compare favorably to elsewhere in
Asia.
我们预期河北泛亚龙腾将为中国市场上包括运费在内的最低成本。其成本竞争性来源于建设及运营的低成本。此项目成本将为1000美元/吨纸，这在同行业中是非常低的。亚洲的建设成本低于西方国家，而中国的建设成本与亚洲其它地区相比又是很有利的。
The operating costs at
HPLC will be similar to PanAsia Paper’s
other operations. Technology, expertise,
productivity, global sourcing strategy
for recovered fibre, will be HPLC’s
key strengths, but when adding in
the low delivered cost to it’s market
footprint, the mill will have clear
advantages over other Chinese suppliers.

Our production capacity 我们的生产能力
Construction of the mill
began in February 2004 and anticipated
start-up is for Q3 2005. Based on
standard production start-up curves,
the mill would be at it’s full 330,000
mt per year capacity by the end of
2006.
工厂的建设于2004年2月开始，预计于2005年7月投产。基于生产投产标准曲线，工厂将在2006年底前达到其最高生产能力33万吨/年。

Our Commitment in Health, Safety &

One of HPLC’s main business
priorities is to build, operate and
maintain a mill that is environmentally
friendly and safe for employees and
the neighborhood where we operate.
HPLC will be built to meet ISO 14000
international standards. All production
processes will be designed and continually
improved for the purpose of achieving
high raw material usage yields and
efficient energy utilization, minimal
waste generation and the reduction
of harmful substances in effluent
discharge and emissions. The bleaching
process will be “Totally Chlorine
Free”. HPLC’s newsprint product is
based on the most environmentally-friendly
concept, with 100 % recycled fibre
and chlorine-free bleaching.
河北泛亚龙腾的主要商业重点之一是建立、经营及保持一个环境上友好、员工及周边感觉安全的工厂。河北泛亚龙腾将按ISO14000标准进行修建。为达到高原材料使用收益、有效能源利用、最小限度废物产生及减少废水废气排放中的有害物质的目的，所有生产工艺将按此目的设计并不断完善。漂白工艺将“完全无氯”。河北泛亚龙腾的新闻纸产品基于最大限度环境友好理念，100%使用回收废纸及无氯漂白。
